Spring Budget 2023 payroll Spring Budget 2023: The government has announced that it will give tax agents access to payroll benefits in kind for employers.

Through government provided IT systems, tax agents will be able to payroll benefits in kind on behalf of employers. This was introduced as part of a long-term strategy to simplify the tax system for taxpayers and their agents, and reduce the burden on employers, enabling agents to support clients more effectively.

Ben Chaplin, managing director at Croner-i, said: “Very little is currently known on this. The announcement was hidden away in ancillary documents and no timescale or further information was given.

“The problem is similar to that with registration of employment related securities schemes, which is that only the employer can do the registration, even if they have an accredited agent.

“The government seems to be recognising that this is unnecessary red tape, so the move is to be welcomed, but more detail of the mechanics of how and when would have been more useful.”
