Capital Summit Helps Unravel Legislative Puzzle With Government Insiders

Laws and regulations are like pieces of a jigsaw puzzle—it takes a lot of time and effort to put the pieces together to get it right. So come to the 2024 Capital Summit to stay in compliance and get a head start on any future changes.

PayrollOrg’s (PAYO) 2024 Capital Summit will take place March 11-12 at the Hilton Arlington National Landing in Arlington, Va.

 

Special Technology Sessions

Rapidly-evolving technology can cause significant changes and regulatory hurdles for payroll management. These changes can be daunting for payroll professionals and PAYO has a role to play to help. The following three sessions will focus on technology advancements that have considerable payroll impacts:

  1. Modernized Payments: Management of payments is a key part of payroll management. Speaking on the advantages and disadvantages to real-time and instant payments that payroll professionals need to know will be the Federal Reserve’s Vice President of Industry Relations, Tim Boike and The Clearing House’s Senior Vice President for Product Development and Strategy, James Colassano.
  2. Artificial Intelligence: Legislators and regulators are taking a hard look at automation, robotics, and artificial intelligence (AI) in the workplace, but what do these technologies mean for payroll? Come listen to Pete Tiliakos, Principal Analyst, Advisor, and Managing Partner at 3SixtyInsights, who will talk about technology and how it is and could be used for payment management.
  3. Earned Wage Access: You have heard from earned wage access (EWA) providers and employers that have implemented EWA benefits. This year, Kathleen McLeod Caminiti, Esq., a partner with Fisher & Phillips, LLP, in the firm’s Wage and Hour and Pay Equity practice groups, will provide a different perspective on EWA compliance with a close look at legislative and regulatory trends.

 

First-Time Speaker DOE, Plus Other Federal Agencies Return

New to the summit is the U.S. Department of Education (DOE). Bonnie Latreille, FSA Ombudsman in the Office of Federal Student Aid, will update attendees on federal student loan repayment plans. How and when will student loan garnishments be restarted? Are you prepared?

Latreille will be joined for a discussion on creditor garnishments by Nathan Willner, Esq., Vice President of Government Affairs/State with the National Creditors Bar Association (NCBA). The NCBA is a trade association serving law firms engaged in creditors’ rights laws.

A traditional highlight of Capital Summit is a presentation from the IRS. The IRS’s Assistant Deputy Commissioner for Services and Enforcement, Paul Mamo, and Director SB/SE Examination—Specialty Tax Daniel Lauer, will discuss the agency’s electronic communication services, federal employment taxes, the examination process, and more. They will answer your federal employment tax questions.

Returning to the summit is the DOL’s Wage and Hour Administrator Jessica Looman, Esq. In play are proposed changes to the overtime rules, significant court cases regarding employer violations of the Fair Labor Standards Act (FLSA), emphasis on misclassification of workers, and considerations for remote workers.  

Two sessions on child support—one federal, one state—will include initiatives to improve the child support reporting and withholding processes. Attendees will hear directly from government decision-makers.

Understanding employment verification requirements can prevent costly mistakes. Scott Dittemore, a Management and Program Analyst in the Engagement and Verification Division of the U.S. Citizenship and Immigration Services (USCIS), will join Julia Heming Segal, Esq., Special Litigation Counsel in the U.S. Department of Justice’s Civil Rights Division, to talk about new requirements and tools, such as remote document review and E-Verify NextGen. They will also highlight common employer errors.

The SSA will talk about its modernized online business systems to improve the filing of information returns and verify social security numbers, including ongoing projects. The SSA will describe the opportunities to improve compliance through its electronic systems and share other important news with the payroll industry.

To speak about the data collected and analyzed by the U.S. Census Bureau is Charles Brady, Jr., Chief of the Respondent Outreach and Promotion Branch in the Economic Management Division. Bureau Statistician Tandace Wilson will speak about a special payroll data project for PayrollOrg by the Census Bureau.

The summit will close with an in-depth presentation on how to keep up with changed laws and regulations at the state and local levels. PAYO’s own Senior Manager of State Payroll Information Resources Lia Coniglio, Esq., will share her expertise on finding law changes with payroll impacts. For some attendees, this must-stay-for session will serve as a refresher. Others will gain new knowledge. Besides, closing giveaways that follow this final session require you to be there.
