OCSE Presents Information at 2023 Capital Summit

During the APA’s Capital Summit, sponsored by HR Logics, attendees heard from Tanguler Gray, Commissioner of the Office of Child Support Enforcement (OCSE), and Sherri Grigsby, OCSE Deputy Director, Division of Federal Systems. Gray and Grigsby updated payroll professionals on recent changes.

Payroll Questions, Answers

Gray posed questions to the audience about lump-sum payments and withholding for child support, shifting to a more online system, and multi-state child support cases. Gray and Grigsby also made note of the online resources that OCSE has through its website and how it can help payroll professionals with questions about child support orders and other issues.

During the session, a number of payroll-related issues were raised. One question was about child support enforcement and tribal governments and whether tribal governments are required to use federally approved forms. Gray said it is a best practice for tribes to use federal forms. Grigsby added that some of OCSE’s forms are the only non-Office of Management and Budget (OMB) forms that are mandatory for use by all state, tribal, territorial, and local jurisdictions.

A question about differences in lump-sum payments at the federal and local levels was asked. Gray said that most lump-sum payments are classified as earnings, so they are subject to the same withholding percentages as regular wages.
